Selling on Etsy Without a Company: Turkey's Artisan Tax Exemption

How Turkey's artisan tax exemption lets makers sell on Etsy without forming a company: who qualifies, how the withholding works, its limits, and when to incorporate.

> Note: this guide covers Turkey-specific rules. If you sell from another country, requirements differ — but the underlying decision (a light structure to start, a company as you scale) is the same everywhere.

The most common question from Turkish makers starting on Etsy: "Can I sell without forming a company?" For most handmade makers the answer is yes — thanks to the artisan tax exemption. But entering without knowing its limits creates problems later.

What it is

A regulation letting people who produce by hand, at home, sell without forming a company or opening a shop. With the artisan tax exemption certificate from the Revenue Administration:

  • You sell without a company or sole proprietorship
  • A 4% withholding is applied automatically on funds reaching your bank account — no separate income-tax return
  • Bookkeeping burden is minimal

It's the lightest legal on-ramp for a handmade maker starting on Etsy.

Who qualifies

The key condition: the product must be made by your own hand, at home — leather, jewelry, knitwear, ceramics, wood, handmade cosmetics and similar crafts. Apply through your local tax office.

What it doesn't cover

The most expensive misunderstanding: goods bought ready-made and resold are not covered. Using the exemption for wholesale-resale products creates serious problems in an audit. The exemption is for makers, not intermediaries.

When to incorporate

Practical signals: income is regular and predictable; you want to deduct expenses (materials, shipping, ads); part of your catalog is now externally sourced; or you need corporate invoicing and wholesale relationships. At that point a sole proprietorship is the typical, easy step; if you're weighting the US market, a US LLC is a separate consideration.

The takeaway

The artisan exemption is a near-zero-cost start for a handmade Etsy seller — but it's maker-specific and gives way to a company as the business grows. Confirm your exact situation with an accountant; this is a general framework, not personal tax advice.
